Combine ingredients
Add chocolate ice cream, cold milk, cocoa powder, and chocolate syrup to a blender.

Blend smooth
Blend on high for 30 seconds until thick and completely smooth. If too thick, add a splash more milk.

Drizzle the glass
Drizzle the inside of a chilled glass with chocolate syrup before pouring for a dramatic presentation.

Serve
Pour into the prepared glass. Top with whipped cream and chocolate shavings. Serve immediately.
